The agreement with the facility management operates rather like

a letting agency or property management company who
fully managed the unit on the investors behalf, full management fees are payable only when the unit is
occupied and yielding a rental income, and not when it is empty earning nothing.
The amount of rent agreed upon usually exceeds the cost of the mortgage,
taxes, and insurance. The report feels companies may look to acquire office space
instead of taking them on rent to exploit the
present condition of their availability at discounted prices.
